SETTING UP A VOCATIONAL EDUCATION NETWORK AND THE NEED FOR COOPERATION LINKS
IN THE INDUSTRY 4.0?

Abstract

Fourth Industrial Revolution – the new concept is formed and has a strong spread. It has been creating waves of change in all areas of economic and social life. It will create an effect on the education of countries in the world in the general and Vietnam in particular. In the face of the general trend of the Fourth Industrial Revolution, Vietnam education system need to be a strong change to adapt and develop. The write presents opportunities and challenges to Vietnam's current vocational education system, some important issues to set up a vocational education network and the need for cooperation links in training in the industry 4.0?

1. Introduction

The world is in the early stages of the Fourth Industrial Revolution. No, ever in human history have many opportunities and risks at the same time. So, what is the industry 4.0? How will it affect the economy, as well as the lives of every Vietnamese? Especially, what are the opportunities and challenges for setting up a vocational education network and the need for cooperation links in the industry 4.0?

  • First industrial revolution in the early 18th century by mechanical engineering achievements with hydraulic and steam engines, opened a new era in human history - the era of mechanical manufacturing.
  • Second Industrial Revolution appears from the late 19th and early 20th centuries characterized by electric motors and massed production lines.
  • Third Industrial Revolution began in the 60s of the 20th century, the era of computers or digital revolution because it was catalyzed by the development of semiconductors, supercomputers, personal computers, and the Internet.
  • Nowadays, we are in the early stages of the Fourth Industrial Revolution, which will take place in three major areas, including Biotechnology, Digital, and Physics.

If past industrial revolutions take place at linear rates, the growth rate of the industrial revolution 4.0 is exponential, which fundamentally changes the way people create products, thereby creating "revolution" on the organization of production chain - value. These changes signal a strong convert of the system of production, management, and governance of human society.

The industrial revolution 4.0 has created new trends in social development. Facing unprecedented challenges and opportunities range around the globe, including education. In Vietnam, the industrial revolution 4.0 has started to have a significant impact on the education system in general and vocational education in particular. Vocational education in Vietnam is a very good opportunity to overate, international expending in the context of the fourth revolution. In order to take advantage of this opportunity, we need to have effective and timely solutions to the development of vocational education as well as strengthening partnerships in the field of vocational education in Vietnam and the world. This is an indispensable demand in the current trend when the vocational education institutions in Vietnam are small, lack of link system. Vocational education should have the link to form a solid network exist and develop in the industrial context 4.0.

2. Opportunities and challenges to Vietnam's vocational education in the industrial revolution 4.0

Vocational education in Vietnam is facing two big opportunities:

Firstly, the industrial revolution 4.0 appearance from this period is a period of golden population and the period of renovation in our country. This is a rare opportunity, historic for a country. Vietnam will be able to receive and apply technological advances and advances of humanity to improve productivity and effectiveness in all stages (including production and management). Opportunities go to ahead, establish and rapidly develop a knowledge economy, narrow the gap and catch up with previous countries in the region and the world.

Secondly, resolution No.29/NQ-TW on fundamental reforms that comprehensively educate and training to response the needs of industrialization and modernization in the context of the socialist-oriented market economy and international integration. The resolution has pointed out the big views. Defining the objectives, basic contents, comprehensive solutions on education and training in general and vocational education in particular. This is a big opportunity for vocational education is a base and orientation for international breakthroughs, with a task on "Taking learner is center of process training" with the view "development comprehensive capacity and qualities of learners" as set out.

Besides the big opportunities, Fourth Industrial Revolution has the challenges for the system vocational education. That is challenges from the required training to be required to quantity and quality, the efficiency of the labor force with the market must be consistent with the new conditions, the new era of the country. It contributes to increasing labor productivity, increase national competitiveness, stabilize society and reduce the rate of evils and crimes in society. Besides that, newly industrialized countries and developing countries are competing fiercely, trying to attract and cooperate to invest and transfer technology and quickly apply technology achievements from the Fourth Industrial Revolution to win the development advantage. The pressure for Vietnam on the flexibility and urgency to respond simultaneously to two very important tasks due to the characteristics of the industrial revolution 4.0 suggested. It is about training jobs that have never existed before and jobs that use technology have never been invented.

So, the industrial revolution 4.0 not only creates many opportunities but also brings challenges isn't small. That's Vietnam's vocational education system needs to be able to adapt to this change, fully prepare the human resources and promote the available resources to survive and develop, build strong systems, strengthen links in the system, build new flexible systems to seize opportunities and cope with the challenge.

3. Building a vocational education network and strengthen needs links in the system

By 2015, vocational education developed nationwide, diversify in types, levels of training and operation scale with 1,974 establishments, including 388 colleges, 551 vocational schools level and 1,035 vocational education centers but some units still limited such as facilities vocational education many but many weak capacities, especially the capacity of management.

The business participates in training is lack of policy about the benefits should participation businesses promoted no promote out of potential. Factors influencing the quality of training are improved but still slow.

Orientation career is not strong enough so there are still inadequacies between training with using to create unnecessary waste. To minimize unnecessary waste, Vietnam's vocational education needs to focus on innovation and quality advanced in order to be able to adapt to change in the industrial revolution 4.0 suggest increase capacity national competition, meet the flexible demand of domestics and foreign labor market. To this end, the vocational education system in Vietnam needs more systematic change and development. It is necessary to renovate the policy mechanism, renovate the management of vocational education, re-plan the vocational education establishments. Strengthening of training cooperation with enterprises, allowing enterprises to participate in the development of training programs, training, and assessment of recognizing learners. Granting autonomy to vocational education institutions in developing programs and organizing training, improving the capacity of managerial staff and vocational educators, building and improving facilities It meets the needs of teaching and learning.

4. Improve quality training of students pedagogical technical response to requirements new in the industrial revolution 4.0

The nature of the industrial revolution 4.0 is based on digital technology and integrates smart technologies to optimize the process and production methods. It emphasizes the technologies that are and will have the greatest impact such as 3D printing technology, biotechnology, new material technology, automation technology, robotics, etc.

The industrial revolution 4.0 signaling a strong shift in the global workforce. Highly qualified workers, professional moving to developed countries, unskilled workers moving on less developed countries. The world will change, development technology is an interdisciplinary and high level of automation. The appear of cutting-edge technologies will breakthrough will disrupt the way the organization of production, and services. The world will witness a shift in change around the global scope. To begin with the shifting, vocational education, in general, and Vietnam's vocational education, in particular, must have a change of the basic and comprehensive. Conversion teaching form from knowledge transfer to the development of qualities and abilities as well as the ability to self-study for students requires each teacher to spend more time, students must have more options on methods and knowledge appropriate to the field and passion of the self. In this context, the training institutions of technical pedagogical students must quickly reform their objectives, training programs, contents, forms, improve teaching methods, methods of evaluating outputs Students will be trained in real-life, experimental and technology orientated. It is necessary to invest more in advanced education technology, promote online training and fostering to foster the pedagogical capacity for students and teachers, ensuring national and global unity. Improve incentives for students of technical pedagogical have qualified, good capacity and knowledge of the application of technology. Strengthening international integration, cooperating with reputable educational institutions in the region and in the world. At the same time, to build mechanisms and policies to create favorable conditions for the attraction and intensive use of investment sources for education and training in order to raise the capacity of the teaching profession in the digital era.

To luggage equip ready to enter the technology race, future teachers themselves, in addition to the need to equip themselves with a solid knowledge base. You must always be actively learned, complementing full of the software skills, ability manageability, change the way of thinking in a new direction and master the technology to understand and solve problems quickly, creatively anytime, anywhere.

 In addition, we must constantly improve our foreign language skills because only foreign language is the key to help us to open the door to international integration with friends in five continents.

5. Conclusion

Despite knowing that the industrial revolution 4.0 gives us many opportunities, as well as countless challenges, need to face. But instead of worrying, let's prepare ourselves for the best stuff, just specify to determine where we are. What is the starting point? And how to assess the real situation to capture and building the development strategy in the most correct way. The change and adaptation on the 4.0 platform will help Vietnam's vocational education to grow and develop, increase national competitiveness and meet the labor market's flexible labor demand.

Complete institutions and policies on vocational education, zoning the network of vocational education institutions, grant autonomy to training institutions, strengthen the link between vocational education establishments and ensuring interconnection and systems.

The expansion of cooperation with enterprises, mount with employers and vocational education establishments. Strengthening the application of information technology, modern technology in organization, management, training, cooperation in the country and internationally. If you conquer these things, we can fully integrate into the industrial revolution 4.0 and catch up the pace of development today.
